Depends on the setting of AT&D. If my memory doesn't fail, &D0 is "ignore
DTR", &D1 is "go to command mode", &D2 is "hang up" and &D3 is "reset" (on
the ZyXEL, but most other modems will do this as well).

Hmmm, I'd say, it won't harm to set S13=1, but I don't think that it's
crucial. As long as the modem returns to command mode on DTR drop, it
should work.

As for your original proposal: I don't see yet how you'd do the check "is
the setup still unchanged" -- do you want to compare the full output of
AT&V (ATi4 on the USR, I think) with a "desired" one?
