VuBBS is a (semi-) commercial BBS with full color support.
My forthcoming (noncommercial) mailbox will use exactly the
described combination. I replaced the 'modem' program in VuBBS
with mgetty such that this would also take over anon uucp, FIDO,
fax and anything else mgetty is able to perform.
Problem: I get one more login stage: needed a general 'bbs' login
at first for mgetty that starts VuBBS doorway which polls the terminal
type afterwards and handles the VuBBS user login. This seems much more
reliable than my VuBBS login procedure was (and I know mgetty very well
compared to VuBBS).

If You want to avoid the two logins, You should have to change the
mgetty source such that it does not ask for a login but only performs
the 'special logins' like fax etc. and then immediately starts the vuBBS
doorway. Am I right? Sorry if not! At least it works for me...
