Last that I knew we are among one or two other states that does not mandate
a seatbelt law. We alsot do not have a motorcycle law, hence why 220,000
motorcycles desend on our state each June. They did a study and even though
not mandated by statute, we have over 50% that DO wear a seatbelt. If you
are caught in other states, you run the risk of a $50 ticket. 
It may go against the grain, but it is good sense to wear a seatbelt when
in a car. I seldom do so myself except in slippery conditions. Guess by my
own admission then I am not that smart.
